The dress appears to be tule ruffles along the bottom and underneath it’s layered with a smoother material. 
All white!  Red lining of the waist and ties in the back. 
Possible tule and polyester materials 
Adjustable spaghetti straps. Flower on the front with the appearance of “falling” petals seen inside the dress on the tule.

This dress was being taken out for my daughter. ( at the time she was 10 years old). She’s 12 now and got very tall on me. Thus, we will be listing a lot of her dresses. Many are never worn and are brand new. This dress had tags but we took them out when we started  to take the dress out.
